The Global and international standards Focused on people
with special needs, and provides for their rights to survival, development,
protection, and states as well as their right to a decent life and to provide
all forms of care to be an incentive to meet the challenges and explore the
prospects for pioneering and innovative, that human heritage is full of
evidences l-lit and well-established Defied difficulties, those flags who
managed their determination and abilities and optimistic spirit to turn what
some had thought was the positions of weakness to the strengths and creativity,
creative and positive impact on the national level but at the level of human
civilization generally completed. And faces a lot of students with special
needs in the Arab countries at risk of deprivation of education and face the
consequence of economic and social problems, and attributed this risk to a lack
of educational opportunities available to them and low quality, contributes
significantly to the existence of this problem both from the small number of
schools appropriate for these students and the lack of appropriate educational
materials to them in Arabic. Therefore, the ways to improve the education of
students with special needs in the Arab countries (first) definition
approaching that already exist are concerned with their education, which
provides subsidized long on their parents even let themselves to the
instruction most appropriate, (ii) to strengthen communication and cooperation
among stakeholders teaching these students in the Arab countries, In order to
expand the use of services provided by each party and the integration efforts
of these agencies to provide more services and educational materials for the
students involved, (iii) to encourage voluntary contributions by teachers and
schools to increase and improve the software and appropriate educational
materials for the students involved. In this framework, initiated the regional
center for the development of educational software (ReDSOFT ®) formulated a
draft, "the Arab Network for disabilities and learning difficulties (shu3a3)"
in order to use information and communication technologies to enhance
communication and the exchange of knowledge and integration efforts of
stakeholders educating students with special needs in the Arab countries, as
one of the projects of ReDSOFT, which reflects the great interest and the priority attached to people
with special needs, to be integrated portal on the Internet where information is
available and ways to exchange views and experiences and educational materials
to serve the students involved. The beginning was in preparation guide
stakeholders Special Needs Education in the Arab States and issued in the form
of a printed manual and an interactive website on the Internet, and with the
support of the Islamic Development Bank. The fruit of this effort was to
activate a real affirmative action mechanisms common among the Islamic
Development Bank and the regional center for the development of educational
